Notice of a Substantial Amendment to the FY 2019
Community Development Block Grant (CDBG) Annual Action Plan
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136 was signed into law to respond to the growing effects of the coronavirus public health crisis. The CARES Act provides special allocation of $347,520 to the City of Sharon under the Community Development Block Grant (CDBG) program to be used to prevent, prepare for, and respond to the coronavirus. The City of Sharon approved a plan for 247,520 of the funds on May 13, 2020. This notice is to inform the public that the City wishes to expend the remaining $100,000 to fund the Small Business Grant Assistance Program.
Each year the City of Sharon prepares an Annual Action Plan which outlines the projects, programs and activities funded through the US Department of Housing and Urban Development (HUD). Notice is hereby given that the 2019 Annual Action Plan will now include the CARES Act funding known as CDBG-CV.
In accordance with a waiver of regulatory authority, approved by HUD on April 7, 2020 to the normal citizen comment period, Sharon will hold a 5-day citizen comment period starting on Saturday, September 5, 2020 to Wednesday, September 9, 2020.
This is considered a substantial amendment in accordance with the City’s Citizen Participation Plan since the following applies: Definition (b) proposing to undertake an activity not previously described in the annual action plan.
Amendment: Allocate the remaining CDBG-CV funding to the Small Business Grant Program:
Small Business Grant Program: 100,000
Previously Approved Budget:
Small Business Grant Program: $187,520
Program Administration: $25,000
Food Assistance: $35,000

The Substantial Amendment to the FY 2019 Annual Action Plan is available on the web at the City of Sharon’s website http://www.cityofsharon.net , in the Current News section on the homepage. The substantial amendment is available for public comment from Saturday, September 5, 2020 to Wednesday, September 9, 2020.

All comments must be received by 4:30 pm, September 9, 2020 to be included as testimony in the Plan that will be submitted to HUD, no later than September 23, 2020.
