Finance and Real Estate & Per Capita Taxes Department

The City of Sharon's Finance and Real Estate & Per Capita Taxes Department is responsible for the City's financial management, accounting, budgeting, tax collection, payroll, financial reporting, and fiscal compliance. The department is committed to maintaining sound financial practices, protecting public resources, and ensuring transparency and accountability in all financial operations.

The department's responsibilities include:

  • Maintaining the City's accounting and financial management system in accordance with generally accepted accounting principles and the modified accrual basis of accounting.

  • Collecting and receipting City, County, School District, and other authorized real estate and per capita taxes.

  • Maintaining all financial records and accounts of the City.

  • Processing payment of approved invoices and expenditures in accordance with the adopted budget and City policies.

  • Monitoring departmental budgets and providing budget-to-actual reports and expenditure notifications to department heads.

  • Preparing the City's annual operating and capital budgets.

  • Administering payroll and ensuring timely and accurate payroll processing.

  • Reconciling all City bank accounts on a monthly basis.

  • Establishing and maintaining strong internal controls to safeguard public funds.

  • Coordinating and managing all required financial audits, including annual financial, pension, Liquid Fuels, grant, and other compliance audits.

  • Ensuring compliance with grant agreements and overseeing the proper administration and closeout of grant-funded projects.

  • Maintaining documentation supporting all City revenues and expenditures.

  • Ensuring procurement activities comply with the City's Home Rule Charter, procurement policies, and applicable laws.

  • Evaluating opportunities to improve operational efficiencies, reduce costs, and identify new revenue sources.

  • Researching and pursuing grant funding opportunities that support City services while minimizing the financial impact on taxpayers.

  • Providing financial analysis and recommendations to the City Manager and City Council regarding taxes, fees, and other revenue-generating initiatives.

to the residents of Sharon.
